It sounds like you are more likely having and issue with your tow bar wiring rather than the Demco SBS Air Force One Supplemental Braking System # SM99243. You can test this by testing your Air Force One system. Depress the break and verify that the LED indicator light is coming on and that the actuator is pulling the brake pedal in your towed vehicle.
